Transforming the Aboño thermal power plant into a green hub to produce and distribute renewable hydrogen

Creation of a 150 MW hydrogen production facility in Asturias, Spain.
The Asturias H2 Valley Project is a pioneering initiative aiming to produce and distribute renewable hydrogen with the goal of decarbonizing the economy in the region of Asturias, Spain. This project will transform the current coal-fired power plant of Aboño into a renewable hydrogen plant with an electrolysis capacity of 150 megawatts (MW), thus achieving a relative reduction of greenhouse gas emissions of 99.98%.
An unprecedented project
This project will prove the viability of a fully integrated hydrogen production and distribution process, optimized according to the availability of renewable energy and consumer demand.
During the process of gradual elimination of the coal-fired power plant, the hydrogen plant will reuse the existing facilities and infrastructures in order to:

Asturias H2 Valley will not only increase circularity, but also provide a technical demonstration on an industrial scale so that other projects in transition can emulate it.
In addition, it will avoid the consumption of around 650 gigawatt hours (GWh) of fossil fuels each year, the same as the yearly emissions of more than 45,000 Spanish homes.
In general, the project plans to avoid greenhouse gas emissions of 1.7 million tons of CO2 during its first 10 years of operation.

EU and Spain
The project will contribute to several strategies and objectives related to climate, such as the European Green Pact, the EU Hydrogen Strategy, the Circular Economy Action Plan and REPowerEU, following the Fair Transition principles.
Employment and region
According to estimations, the project will create 55 direct jobs during its implementation and more than 400 direct jobs in its construction phase.
It will also reduce the consumption of fossil fuels, contribute to a positive trade balance by reducing coal and natural gas importation, and strengthen the region’s positioning in the rapidly growing hydrogen market.

Project phase one gets positive Environmental Impact Declaration
The project Asturias H2 Valley has received a favorable Declaration of Environmental Impact (DIA in Spanish) on the Office of Ecologic Transition, Industry and Environmental Impact’s end. This is a crucial step towards the transformation of Aboño’s power plant into the Asturian green hydrogen valley. At the same time, this decision reinforces the maturity of EDP’s initiative.

EDP has presented to the mayor of Carreño, Amelia Fernández, the state in which the transformation project of the plant of Aboño is currently. The main novelty, and proof that it is a realistic and mature project, is the beginning of the environmental processing for the first phase of 150 MW of electrolyzers in the site, which will entail an investment of more than 200 million euros.

EDP has started the environmental processing of the project with which it plans to transform Aboño’s power plant into the Asturian green hydrogen valley. Concretely, the energy company has presented the documentation for developing a capacity of 150 MW of electrolyzers in the thermal plant, which implies an investment of 201 million euros.
Asturian SMEs receive EU funds linked to EDP’s Aboño H2 valley
10 regions collaborate to share hydrogen project development expertise
Four SMBs from Asturias and one from Leon have received European funds to develop works related to EDP’s green hydrogen project in the thermal power plant of Aboño. It is the result of the approval of grants-in-aid from the European Commission, through the so-called I3 funds, coordinated in Asturias by the Asturian Foundation of Energy (Fundación Asturiana de la Energía, FAEN). EDP has also received financing.

Asturias H2 Valley Project
The Asturias H2 Valley project consists of a first-of-a-kind Power-to-Hydrogen Hub to produce and supply renewable hydrogen, with the overall objective to decarbonise the economy of the region of Asturias, Spain. The project aims to develop a renewable hydrogen plant with 150 megawatts (MW) of electrolysis capacity by repurposing the site of Aboño's existing coal power plant, aiming to achieve 99.98% relative greenhouse gas emission avoidance compared to the reference scenario.
